Village of Plandome sets hearing date for new home rental regulations law

Village of Plandome trustees on Monday set a public hearing date of Jan. 11 for a proposed local law to amend home rental regulations on Monday. 

The law was proposed when trustees learned that a home-owner started short-term room and house rentals within the village, similar to a bed-and-breakfast style business.

Village of Plandome Mayor M. Lloyd Williams said during the November meeting when the law was introduced that the board would like to “cut this off at the knees as quickly as we can, before it becomes more widespread than it is.”

The new proposed bill, Local Law 5-2015, is to amend the village zoning code for renting, leasing or letting and would add renting restrictions. 

Homeowners would only be able to rent out their home twice within a 365-day period, for a minimum of 30 days.

Also at the meeting, trustees discussed a resident complaint and electric fences for dogs.

“They’re not keeping them on their property lines, and dogs run up and scare people jogging or walking by,” Williams said.

The board discussed solutions such as introducing a set-back zone and restricting how close to the street the fences can be placed.

Williams said the village will research how similar issues are handled by neighboring areas and the board tabled the discussion.
