Village of Plandome Manor Adopts Budget

Village of Plandome Manor trustees adopted a $936,979 budget for the 2016-17 fiscal year that represents a $69,600 spending increase — or 8 percent from last year’s $867,379.

The budget, approved at last Thursday’s board meeting, calls for a zero percent increase in a tax levy of $606,454, the same as last year with the village’s overall property tax assessment also remaining the same at $1,078,178.

“It’s the fourth meeting we are having on this meeting and some issues have been raised and we’ve been able to fix it,” Deputy Mayor Matthew Clinton said.

Clinton said the village is anticipating a spending increase because of capital projects and the renewal of contract in the coming year.

But, he said, the village was able to keep maintain a zero tax levy increase despite the increase in spending thanks to state grants and cuts in other areas of the budget.

“The highlight of this budget is that village taxes are unchanged,” Clinton said. “We have set aside significant proceeds towards the capital projects the village will undertake in the coming year.”

The village budgeted $155,000 for road reconstruction and $141,000 for garbage removal — up $55,000 and $16,860 respectively.

The budget also calls for a $785 spending increase to $40,319 with the Port Washington Fire Department, a $2,400 increase in rent payments and a $16,860 in garbage removal. 

The village is projecting a $205,525 in non-property tax revenues up $4,600 from last year. 

Trustees said they are expecting a 50 percent increase in sales tax revenue to $3,000, an increase in bank earnings to $1,600 and revenue from fines up from $7,500 to $10,000.

Clinton said all other village revenues will remain the same — from building safety inspection fees, bank interest fees, street opening permits and fines from village court all totaling $131,425.

Mayor Barbara Donno said some of the capital project costs will be offset by $15,910 road construction grant and $25,000 state grant.
