OUTFALL REPLACEMENT

CONTRACT NO. 19-02-G ​​ GENERAL CONSTRUCTION

Sealed Bids for Contract No. 19-02-G Outfall Replacement will be received by the Belgrave Water Pollution Control District office, located at 3401 255th Street, Little Neck, New York 11363 until 12:00 P.M. (local time), on March 19, 2020 and then at said office publicly opened and read aloud. No bids will be accepted after said hour. Bids sent through the U.S. Postal Service or other delivery services are done so at the bidder’s own risk. Facsimile or photocopies of bids will not be accepted. Bids should be plainly marked: ‘Bid No. 19-02-G.’

The Contract Documents, consisting of Notice to Bidders, Instructions to Bidders, Bid Contract, General Conditions, Bid and Payment Bonds, Supplementary Conditions, and Technical Specifications, may be examined at the following location:

All Bidders must obtain a set of the Contract Documents by obtaining them from the Belgrave Water Pollution Control District.

Electronic Copies of the Contract Documents (Disk) may be obtained at the office of the Belgrave Water Pollution Control District at 3401 255th Street, Little Neck, New York 11363 between the hours of 9:00 a.m. and 4:00 p.m., upon payment of $100.00 for each set of documents.

Anyone returning the Electronic copy of the Contract Documents (Disk) in good condition within 30 days after the opening of bids will be returned his deposit for one copy.

The successful Bidder will be required to furnish and pay for a satisfactory performance bond and labor and material (payment) bond, in the amount not less than 100% of the total bid and subject to the conditions contained in the Instructions to Bidders and the General Conditions.

Bidders are required to execute a non-collusive bidding certification required by Section 103-d of the General Municipal Law of the State of New York.

The attention of Bidders is particularly called to the requirements as to the conditions of employment to be observed and the minimum wage rates to be paid under the contracts.

Bidders are also required to comply with the anti-discrimination provisions of Sections 290-301 of the Executive Law of the State of New York.

Each Bidder must complete and submit with their bid the ‘Iranian Investment Activities Certification’ provided in the Bid Form in compliance with General Municipal Law 103-g, Iranian Energy Sector Divestment.

Each Bidder must complete and submit with his​/​her Bid the ‘Certification of Compliance with New York State Labor Law Section Two Hundred One-G’ provided in the Bid Form regarding the implementation of a written policy addressing sexual harassment prevention in the workplace.

Each Bidder must complete and submit with his​/​her Bid the ‘Contractor’s American Iron and Steel (AIS) Certifications’ provided in the Bid Form.

The Bidder to whom the OWNER proposes to award the Contract will be required to furnish Performance and Payment Bonds and the necessary insurance certificates as prescribed in the General Conditions and the Supplementary Conditions upon the execution of the Agreement.

Each Bid must be accompanied by a certified or bank cashier’s check made payable to OWNER, or a Bid Bond issued by a surety licensed to conduct business in the state where the Project is located and having a rating of ‘A-’ or better from A.M. Best Company and named in the current list of ‘ Companies Holding Certificates of Authority as Sureties on Federal Bonds and as Acceptable Reinsuring Companies’ as published in Circular 570 (amended) by the Financial Management Service, Surety Bond Branch, U.S. Department of the Treasury, in an amount not less than five percent (5%) of the amount of the Bid submitted. The OWNER further reserves the right to reject any and all of the Bids received, to re-advertise for Bids, to abandon the project, to waive any or all informalities in any Bid received and to accept any proposal which the OWNER decides to be for the best interest of the OWNER.

Bidders on this project must comply with the current requirements of the Affirmative Action Program in accordance with New York State Executive Law, Article 15-A. Contracting goals for the participation of Minority Business Enterprises and Women Business Enterprises and Equal Employment Opportunity have been established as part of the Affirmative Action Program. Refer to Appendix A for MBE​/​WBE-EEO requirements.

A non-mandatory pre-bid meeting will be held at the Belgrave Water Pollution Control District at 3401 255th Street, Little Neck, New York 11363 on February 26, 2020 at
