OF SPECIAL SCHOOL DISTRICT MEETING OF THE

GREAT NECK UNION FREE SCHOOL DISTRICT

TOWN OF NORTH HEMPSTEAD

 COUNTY OF NASSAU, NEW YORK

NOTICE IS HEREBY GIVEN that the Special District Meeting of the qualified voters of the Great Neck Union Free School District Nassau County, New York will be held on December 3, 2019 in the following election districts:

ELECTION DISTRICT NO. 1: At the Great Neck E.M. Baker School, 69 Baker Hill Road, Great Neck, New York

Western Boundary: Middle Neck Road from Long Island Rail Road Tracks (LIRR) to Wildwood Road, to Cherry Lane, to Horizon Way to the Long Island Sound.

Southern Boundary: Long Island Rail Road Tracks (LIRR) from Middle Neck Road to East Shore Road.

Eastern Boundary: East Shore Road and Manhasset Bay to the Long Island Sound.

Northern Boundary: Long Island Sound.

ELECTION DISTRICT NO. 2: At the Great Neck South High School, 341 Lakeville Road, Great Neck, New York

Northern Boundary: Long Island Rail Road Tracks (LIRR) from South Middle Neck Road to East Shore Road.

Western Boundary: Stewart Avenue from Hillside Avenue along the NYC​/​Queens Border to the Long Island Expressway (LIE) to Lakeville Road to South Middle Neck Road to the Long Island Railroad Tracks (LIRR).

Eastern Boundary: New Hyde Park Border from Hillside Avenue to Union Turnpike to Continental Drive and the Herricks Border to the Manhasset Border to the Long Island Rail Road Tracks (LIRR).

Southern Boundary: Hillside Avenue from Stewart Avenue to the Herricks Border.

ELECTION DISTRICT NO. 3: At the Great Neck Saddle Rock School, 10 Hawthorne Lane, Great Neck, New York

Northern Boundary: Horizon Way to Cherry Lane to Wildwood Road from the Long Island Sound to Middle Neck Road.

Southern Boundary: Long Island Rail Road (LIRR) tracks from Little Neck Bay to Middle Neck Road.

Western Boundary: Little Neck Bay​/​Long Island Sound from the Long Island Rail Road Tracks (LIRR) to Horizon Way.

Eastern Boundary: Middle Neck Road from the Long Island Rail Road Tracks (LIRR) to Wildwood Road.

ELECTION DISTRICT NO. 4: At the Lakeville School, 47-27 Jayson Avenue, Great Neck, New York

Southern Boundary: Long Island Expressway (LIE) from the NYC​/​Queens Border to Lakeville Road.

Eastern Boundary: Lakeville Road and South Middle Neck Road from the Long Island Expressway (LIE) to the Long Island Rail Road Tracks (LIRR).

Western Boundary: NYC​/​Queens Border from the Long Island Expressway (LIE) to the Long Island Rail Road Tracks (LIRR).

Northern Boundary: The Long Island Rail Road Tracks (LIRR) from the NYC​/​Queens Border to South Middle Neck Road.

 The Special District Meeting on December 3, 2019 shall be held for the following purposes:

To vote upon the following proposition:

PROPOSITION NO. 1:

RESOLVED (a) That the Board of Education of the Great Neck Union Free School District (“District”), be hereby authorized to undertake school building improvement projects (‘Projects’) substantially as referred to and described in the District Architect’s Schematic Design Phase Budget dated August 29, 2019 (‘Report’), to commence during the 2019-2020 school year and to consist of the construction of improvements, renovations and​/​or alterations to the E.M. Baker Elementary School and Lakeville Elementary School and the sites thereof, including (as and where necessary): E.M. Baker: construction of two-story classroom wing addition and reconfiguration of classroom, parking and basement to accommodate six (6) new classrooms; redesign of bus loop and parent drop-off area; Lakeville: construction of classroom addition to the East Wing to accommodate two (2) new classrooms; all of the foregoing to include furnishings, equipment, machinery, demolition and other work required in connection therewith; and to expend therefor, including preliminary costs and costs incidental thereto, an amount not to exceed the estimated total cost of $9,749,469; provided that the detailed costs of the components of the Projects as set forth in detail in the Report may be reallocated among such components if the Board of Education shall determine that such reallocation is in the best interests of the District and does not materially change the scope of the Projects; and

That an amount not to exceed nine million, seven hundred forty nine thousand, four hundred sixty nine Dollars ($9,749,469), be hereby appropriated from the General Fund’s unassigned fund balance, and that such sum be hereby authorized to be transferred into the District’s Capital Fund as needed to be expended and applied toward the cost of the Projects.

Such Proposition shall appear on the ballot labels to be inserted in the voting machines used for voting at the said special meeting of the District voters in substantially the same form.

NOTICE IS GIVEN that the Special District Meeting shall be conducted by voting on the above proposition on voting machines on December 3, 2019 commencing at 7:00 a.m. and ending 10:00 p.m.

AND NOTICE IS ALSO GIVEN that registration is permitted in the office of the District Clerk on school days, during the hours 9:00 a.m. to 4:00 p.m., Monday through Friday, up to and including November 27, 2019. A register will be prepared and will be filed in the office of the District Clerk, 345 Lakeville Road, Great Neck, NY, and such register will be open for inspection by any qualified voter between the hours of 9:00 a.m. and 4:00 p.m. on each of the five (5) days prior to the day set for voting, except Sunday, and between the hours of 9:00 a.m. and 12:00 noon on Saturday, and at each polling place on the day of the Special District Meeting.

AND NOTICE IS ALSO GIVEN that a person shall be entitled to vote at the Special District Meeting who is a citizen of the United States, eighteen years of age, a resident of the School District for a period of 30 days next preceding the election at which he​/​she offers to vote and registered to vote for said election. A person shall be registered to vote if he or she shall have permanently registered with the Nassau County Board of Elections or with the School District’s Board of Registration. Only persons who shall be registered shall be entitled to vote. Said register shall include (1) all qualified voters of the District who shall present themselves personally for registration, and (2) all voters previously registered for any annual or special District election and who shall have voted at any annual or special District election held or conducted at any time within the four calendar years (2013-2018) prior to preparation of said register.

 AND NOTICE IS FURTHER GIVEN that the Board of Registration will meet during the hours of voting at the Special District Meeting on December 3, 2019 at the polling places in each of the election districts to prepare a register for District elections to be held subsequent to December 3, 2019.

PLEASE TAKE FURTHER NOTICE that the Board shall convene a special meeting thereof within twenty-four hours after the filing with the District Clerk of a written report of the results of the ballot for the purpose of examining and tabulating said reports of the result of the ballot and declaring the result of the ballot; that the Board hereby designates itself to be a set of poll clerks to cast and canvas ballots pursuant to Education Law ß2019-a.2.b at said special meeting of the Board.

PLEASE TAKE FURTHER NOTICE that applications for absentee ballots for the Special District Meeting may be applied for at the office of the District Clerk. A list of all persons to whom absentee ballots shall have been issued will be available in the office of the District Clerk on each of the five days prior to the day of the election except Sundays.

PLEASE TAKE NOTICE that a public hearing will be held as to the following matter:

Time: 8:00 p.m.

East Shore Road,

Thomaston, New York

Subject:Application of Alan J. Cooper, 1047 Old Northern Boulevard, Roslyn, New York, as agent for Janice and David Yamins, 180 Schenck Avenue, Thomaston, New York, to construct first and second story additions and a new driveway, which would require variances of the following Village Code sections: (a) Village Code ß76-6(E), in that the proposed curb cut will be 10 feet from a curb cut on an adjoining lot, where a minimum separation of 35 feet is required, and (b) Village Code ß203-19(C), in that the addition will be 8 feet from the side property line, where a minimum of 10 feet is required. Premises are designated as Section 2, Block 255, Lot 46 on the Nassau County Land and Tax Map.

At the said time and place, all interested persons may be heard with respect to the foregoing matter.

This application is a Type II Matter under the State Environmental Quality Review Act, which requires no environmental review.

Any person having a disability which would inhibit attendance at or participation in the hearing should notify the Village Clerk at least three business days prior to the hearing, so that reasonable efforts may be made to facilitate such attendance and participation.

 All relevant documents may be inspected at the office of the Village Clerk, 100 East Shore Road, Thomaston, New York, during regular business hours.
