Notice of Public Hearing to Residents of Belgrave Water Pollution Control District
A Belgrave Water Pollution Control District (“District”) public hearing on Tuesday, November 27th 2018, 7:00 p.m., at Manhasset-Lakeville Fire Department Company No. 4 Firehouse, intersection, Northern Boulevard at Jayson Avenue, Great Neck, New York, will address replacing existing outfall pipe (Water Project) and installing effluent pumping station (Land Project) at District’s wastewater treatment plant in Village of Great Neck Estates (34-01 255th Street, Little Neck, New York 11363) (the “Project”).
The Project is needed to comply with NYS Department of Environmental Conservation (“DEC”) sewage effluent standards, and to harden District infrastructure/minimize damage from weather events by burying entire outfall pipe under Little Neck Bay, and adding pumping station. In 2014, the District approved earlier Project design at then-estimated cost of $11,640,000. However, soil tests revealed poor conditions requiring re-design, including construction from floating barges (rather than less expensive land-based construction), deepening of horizontal directional drilling route, modification of outfall diffuser, addition of protective steel casings during horizontal directional drilling, all of which significantly increase Project costs.
The estimated total $25,000,000 Project cost includes construction, demolition, contingency, engineering, design, project oversight, legal and other soft costs. The District has received from NYS Environmental Facilities Corporation (“EFC”), under its Storm Mitigation Loan Program (SMLP), a $1,521,750 grant and a $4,565,250 zero interest loan for Land Project costs. To fund the remaining $18,913,000 of anticipated Project costs, the Water Project is eligible for EFC grant (maximum $5,000,000) and low interest financing under the Water Infrastructure Improvement Act (WIIA), to be applied for after obtaining Town of North Hempstead approvals, and DEC grant (maximum $5,000,000) already applied under the Water Quality Improvement Project (WQIP). The District does not know whether, or in what amount, EFC/DEC grants/financing will be available for remaining Project costs.
The District plans to petition the Town to authorize $18,913,000 in Town bond financing for the Project, which would be a District obligation. The District’s need for Town bond proceeds to fund portions of the Project will be reduced by any EFC/DEC grants/low cost financing that it obtains.
