NOTICE OF ADJOURNED PUBLIC HEARING, BUDGET VOTE AND ELECTION OF MEMBERS OF THE BOARD OF EDUCATION OF THE FLORAL PARK-

BELLEROSE UNION FREE SCHOOL DISTRICT, TOWNS OF HEMPSTEAD AND

NORTH HEMPSTEAD, NASSAU COUNTY, NEW YORK

NOTICE IS GIVEN that a public hearing of the qualified voters of the Floral Park-Bellerose Union Free School District, Nassau County, New York, will be held via teleconference at 8:00 p.m., on June 1, 2020 for the presentation and consideration of the proposed Elementary School District Budget for the 2020-21 school year. Connection information will be available on the school district website, www.fpbsd.org or by contacting the District Clerk at 516-434-2736.

FURTHER NOTICE IS GIVEN that the vote on the budget and any propositions that may properly be brought before the voters, and the election of one member of the Board of Education, will be held on June 9, 2020 at 5:00 p.m. by absentee ballot to consider the following:

1. The adoption of the Elementary School District Budget. The proposition which shall be voted upon, and which will appear on the ballot is:

FLORAL PARK-BELLEROSE UNION FREE SCHOOL DISTRICT, TOWNS OF

HEMPSTEAD AND NORTH HEMPSTEAD, NASSAU COUNTY, NEW YORK 

(Local Elementary School Budget) 

Shall the following resolution be adopted, to wit:

RESOLVED, that the proposed budget of expenditures of the Floral Park-Bellerose Union Free School District, Towns of Hempstead and North Hempstead for the fiscal year 2020-21 in the amount of $32,454,520 (Thirty-Two Million, Four Hundred Fifty-Four Thousand, Five Hundred Twenty Dollars and 00/100 Dollars) and for the purposes shown in the statement thereof presented to and at the Budget Hearing of said School District be approved and the amount thereof raised by a levy of a tax upon the taxable property within said School District after first deducting the monies available from state aid and other sources as provided by law.

2. Expenditure from the Capital Reserve Fund for School Building Improvement

Projects. The proposition which shall be voted upon, and which will appear on the ballot is: 

FLORAL PARK-BELLEROSE UNION FREE SCHOOL DISTRICT – CAPITAL RESERVE FUND EXPENDITURE PROPOSITION 

Shall the Board of Education (the “Board”) of the Floral Park-Bellerose Union Free School District (the “District”), be hereby authorized to appropriate and expend from the District’s Capital Reserve Fund – 2018, heretofore established by the voters of the District on May 15, 2018, an amount not to exceed $3,000,000.00 (Three Million Dollars and 00/100 Dollars), to undertake and perform the following school building improvement projects at no additional cost to District taxpayers during the 2020-21 school year: conversion of a hot water heating system Phase I at the Floral Park-Bellerose School and the John Lewis Childs School; construction of extensions at the Floral Park-Bellerose School and the John Lewis Childs School; and for other projects as included in the Five Year Facilities Plan; all of the foregoing to include site improvements, furnishings, equipment, apparatus, machinery, demolition and other incidental work or improvements required in connection therewith, as well as preliminary costs and costs incidental thereto and to the financing thereof; provided that the detailed costs of the components of the Project as set forth in the Plan may be reallocated among such components if the Board of Education shall determine that such reallocation is in the best interests of the District and no material change shall be made to the scope of the Project.

3.The election of one (1) member of the Board of Education as follows: one (1) member to be elected for a full three-year term to fill the vacancy created by the expiration (as of June 30, 2020) of the term of office of Laura Trentacoste, for a new term to commence on July 1, 2020. 

FURTHER NOTICE IS GIVEN that a copy of the proposed budget for the school year 2020-21 may be obtained by any resident of the District beginning fourteen (14) days prior to the vote on the School District’s website.

FURTHER NOTICE IS GIVEN that due to the health and safety concerns associated with the COVID-19 pandemic, the potential for contraction of COVID-19 is deemed a temporary illness. As such, every eligible voter is entitled to be sent an absentee ballot with a postage paid return envelope. Further, due to the resulting ordered closure of schools, personal registration with the District will not take place for the June 9, 2020 election. In lieu of such registration, individuals can register through New York State Department of Motor Vehicle’s voter registration website (https://dmv.ny.gov/moreinfo/electronic-voter-registration-application), and be eligible receive an absentee ballot for the adjourned June 9, 2020 vote, provided that the individual registers before May 26, 2020. In addition, if an individual has voted at any annual or special district meeting or election or any local, state or national election within the last four calendar years, or has registered to vote with the District’s Board of Registration, or is permanently registered with the Nassau County Board of Elections, that individual will automatically receive an absentee ballot with a postage paid return envelope. Any individuals who are unsure whether they are qualified voters and/or will receive an absentee ballot should contact the District Clerk by email at 1 Poppy Place, Floral Park, NY 11001 or email at maltobelli@fpbsd.org or by telephone 516-434-2736 with questions to confirm their status.

FURTHER NOTICE IS GIVEN that individuals interested in running for the Board of Education must declare themselves to be a candidate(s) for the Board of Education, provided that they meet all the other legal requirements of candidacy (a citizen of the U.S.; at least 18 years of age; and a resident of the District for one year before the vote). A candidate may submit a letter in which the individual declares his or her candidacy, or the candidate may complete and return the top portion of the candidate petition. Such letter or petition must be addressed and mailed to the District Clerk’s office, 1 Poppy Place, Floral Park, New York or emailed to maltobelli@fpbsd.org, and received no later than 5:00 p.m. on May 11, 2020. The letter or petition must set forth, at a minimum, the name and residence of the candidate and must describe the specific vacancy for which the candidate is nominated, including the length of term of office and name of the last incumbent. No person shall be nominated for more than one separate office. A nomination may be rejected by the Board of Education if the candidate is ineligible for the office or declares his unwillingness to serve. By Executive Order of the Governor of the State of New York, names will be placed alphabetically on the ballot.

FURTHER NOTICE IS GIVEN that pursuant to a rule adopted by the Board of Education in accordance with Education Law §2035, any propositions to be submitted for voting at said election which are not required to be placed in the legal notice must be mailed to the District Clerk for receipt no later than 5:00 p.m. on May 11, 2020; must be typed or printed; must be directed to the District Clerk; must be signed by qualified voters totaling at least 5% of the number of voters who voted in the previous annual election of members of the Board of Education (this year, 42 signatures of qualified voters are required); and must legibly state the name and address of each signer. The Board of Education will not place before the voters any proposition the purpose of which is not within the power of the voters, any proposition requiring the expenditure of moneys that fails to include the necessary specific appropriation, or where any other valid reason exists for excluding the proposition from the ballot.

FURTHER NOTICE IS GIVEN that pursuant to Real Property Law §495, the District is required to attach to its proposed budget an exemption report. Said exemption report, which will also become part of the final budget, will show how the total assessed value on the final assessment roll used in the budgetary process is exempt from taxation, list every type of exemption granted by the statutory authority, and show the cumulative impact of each type of exemption, the cumulative amount expected to be received as payments in lieu of taxes and the cumulative impact of all exemptions granted.

FURTHER NOTICE IS GIVEN, that pursuant to Education Law §2018-d, any person serving in the military, including spouses and dependents, may register to vote in the upcoming school district election. A military voter who is a qualified voter of the school district may obtain a registration form by contacting the District Clerk by telephone 516434-2736, facsimile 516-327-9304, email maltobelli@fpbsd.org, mail 1 Poppy Place, Floral Park, New York 11001. Completed applications must be mailed to the District Clerk and received no later than 5:00 p.m. on May 14, 2020. Completed military ballots must be received by 5:00 p.m. on June 9, 2020 if signed and dated by the military voter and one witness thereto with a date which is not later than the day before the election, or not later than the close of the polls on June 9, 2020 if postmarked or endorsed by an agency of the United States government. A military voter may designate a preference to receive a military voter registration form, military ballot application or military ballot by mail, facsimile or electronic mail in the request for such registration, ballot application, or ballot.

NOTICE IS FURTHER GIVEN that the vote of the qualified voters of Floral Park-Bellerose Union Free School District upon the appropriation of the necessary funds to meet the estimated expenditures of the Sewanhaka Central High School District of Elmont, Floral Park, Franklin Square and New Hyde Park, in the County of Nassau, during the year 2020-21 to be raised by tax and upon any proposition involving the expenditures of monies by the Sewanhaka Central High School District, or upon any other matter which may properly be brought before the Annual Meeting of the Sewanhaka Central High School District will also be held on Tuesday, June 9, 2020 by absentee ballot. That the proposition which shall be voted upon is:

SEWANHAKA CENTRAL HIGH SCHOOL DISTRICT

ELMONT, FLORAL PARK, FRANKLIN SQUARE, NEW HYDE PARK, in the

COUNTY of NASSAU, NEW YORK

(Proposition)

RESOLVED, that the proposed budget of expenditures of Sewanhaka Central High School District of Elmont, Floral Park, Franklin Square and New Hyde Park, in the County of Nassau, New York for the year 2020-21 and for the purpose shown in the statement of estimated expenditures adopted by the Board of Education, be and the same hereby is approved and the amount thereof shall be raised by a levy of a tax upon the taxable property within said Sewanhaka Central High School District, after first deducting the monies available from state aid and other sources as provided by law.

Copies of the estimated expenditures of the Sewanhaka Central High School District during the year 2020-21 will be available upon request, to any taxpayer at least fourteen (14) days prior to the vote.
