NOTICE OF ADJOURNED BUDGET HEARING, BUDGET VOTE AND ANNUAL

SCHOOL DISTRICT 

ELECTION OF THE 

GREAT NECK UNION FREE SCHOOL DISTRICT

TOWN OF NORTH 

HEMPSTEAD

COUNTY OF NASSAU, NEW YORK

NOTICE IS HEREBY GIVEN that pursuant to Executive Order 202.26 of the Governor of the State of New York, the adjourned annual meeting and election of the qualified voters of the Great Neck Union Free School District Nassau County, New York will be held on June 9, 2020 by absentee ballot for the following purposes:

A) To vote upon the annual school budget for the school year 2020-2021 and to authorize the levying of a tax upon the taxable property of the district for the foregoing purposes (PROPOSITION NO. 1).

B)  To vote upon the following proposition (PROPOSITION NO. 2):

RESOLVED, that the Board of Education of the Great Neck Union Free School District, Nassau County, New York, shall pay to the Great Neck Library, Great Neck, New York, a sum to be requested by the Board of Trustees of the Great Neck Library, Great Neck, New York, such sum to be raised by tax on the taxable property of said district for the support of said Great Neck Library for the year beginning January 1, 2021. 

C) To elect for a three-year term, a member of the Board of Education to fill the vacancy occasioned by the expiration of the term of Rebecca Sassouni, the new term to begin July 1, 2020.

D) To elect for a three-year term, a member of the Board of Education to fill the vacancy occasioned by the expiration of the term of Jeffrey Shi, the new term to begin July 1, 2020.

E) To vote upon such other propositions as may properly come before the meeting.

NOTICE IS GIVEN that the Board of Education will hold a public budget hearing remotely on May 26, 2020 for the purpose of discussing expenditure of funds and the budgeting thereof relative to the appropriation of necessary funds to meet the necessary expenditures of said school district for school year 2020-2021 at which time and which place all persons interested in the subject matter thereof will have an opportunity to be heard. The meeting will be held remotely via live stream, details of which will be posted on the District website www.greatneck.k12.ny.us

NOTICE IS ALSO GIVEN that the adjourned annual election shall be conducted by voting on propositions and candidates by absentee ballot on June 9, 2020. All qualified voters will receive an absentee ballot with a postage paid return envelope, and the district must receive such ballot by mail no later than 5:00 p.m. on June 9, 2020 to the Great Neck UFSD 345 Lakeville Rd, Great Neck, NY 11020.

PLEASE TAKE FURTHER NOTICE that due to the health and safety concerns associated with the COVID-19 pandemic, the potential for contraction of COVID-19 is deemed a temporary illness. As such, every eligible voter is entitled to be sent an absentee ballot with postage paid return envelope. Further, due to the resulting ordered closure of schools, personal registration with the school district will not take place for the June 9, 2020 election. In lieu of personal registration, individuals can register through New York State Department of Motor Vehicle’s voter registration website https://dmv.ny.gov/more-info/electronic-voter-registration-application and be eligible to receive an absentee ballot for the adjourned June 9, 2020 vote, provided that the individual registers before June 4, 2020. Persons who shall have been previously registered for any District annual or special election and who shall have voted at any such District election held in the prior four calendar years (2016-2019), and/or persons who are registered to vote at general elections within the District pursuant to Election Law §352 need not register to be eligible to vote at said Annual District Election and will automatically receive an absentee ballot.

PLEASE TAKE FURTHER NOTICE that individuals who are unsure whether they are qualified voters and/or will automatically receive an absentee ballot should contact Jackie Lizza the District Clerk by email jlizza@greatneck.k12.ny.us or by phone (516) 441-4023 to confirm their status. 

NOTICE IS ALSO GIVEN that a copy of statement of the amount of money which will be required for the ensuing year for school purposes (school budget) exclusive of public monies, and copies of propositions involving expenditure of monies for the operation of the school system for the ensuing year, will be posted on the District website www.greatneck.k12.ny.us during the 14 days prior to the election and on the day of the election. The aforesaid budget statement shall contain the amount of money to be paid to Great Neck Library for library services for the year beginning January 1, 2021.

NOTICE IS ALSO GIVEN that pursuant to Section 495 of the Real Property Tax Law, the District is required to attach to its proposed budget an exemption report. Said exemption report, which will also become part of the final budget, will show how the total assessed value on the final assessment roll used in the budgetary process is exempt from taxation, list every type of exemption granted by the statutory authority, and show the cumulative impact of each type of exemption, the cumulative amount expected to be received as payment in lieu of taxes and the cumulative impact of all exemptions granted.

NOTICE IS ALSO GIVEN that individuals interested in running for the Board of Education may declare themselves to be candidate(s) for the Board of Education, provided that they meet all other legal requirements to be a candidate. This can be done by letter in which the individual declares his or her candidacy and which states the candidate’s name, residence and vacancy to be filled, including the name of the incumbent and the length of the term to be filled, or by completing and returning the top portion of the candidate petition. Such statement must be filed with the District Clerk by mail addressed to the Great Neck UFSD 345 Lakeville Rd, Great Neck, NY 11020, or by email jlizza@greatneck.k12.ny.us, and received no later than 5:00 p.m. on May 11, 2020. A nomination may be rejected by the Board of Education if the candidate is ineligible for the office or declares his or her unwillingness to serve.

PLEASE TAKE FURTHER NOTICE that pursuant to Education Law §2018-d, any person serving in the military, including spouses and dependents, may register to vote in the upcoming school district election. A military voter who is a qualified voter of the school district may obtain a registration form by contacting the District Clerk by phone (516)441-4023, facsimile (516)441-4922, email jlizza@greatneck.k12.ny.us, mail at Great Neck UFSD, 441 Lakeville Rd, Great Neck, NY 11020. A military voter who is duly registered may apply for a military ballot by requesting an application from the District Clerk. Completed applications must be mailed to the District Clerk and received no later than 5:00 p.m. on May 14, 2020. Military ballots must be received by 5:00 p.m. on June 9, 2020 if signed and dated by the military voter and one witness thereto with a date which is not later than the day before the election, or not later than the close of the polls on June 9, 2020 if postmarked or endorsed by an agency of the United States government. A military voter may designate a preference to receive a military voter registration form, military ballot application or military ballot by mail, facsimile or electronic mail in the request for such registration, ballot application, or ballot.

PLEASE TAKE FURTHER NOTICE that the Board of Education has adopted rules governing the election, which include the following:

a) Any proposition or question to be placed upon the voting machines (except propositions or questions which are required to be stated in this Notice) shall be submitted in writing by petition subscribed by at least 31 qualified voters, and filed in the office of the District Clerk between 9:00 a.m. and 4:00 p.m., not later than the 30th day preceding the election at which such question or proposition shall be voted upon, except that on the 30th day, this year, May 11, 2020, such propositions may be submitted between 9:00 a.m. and 5:00 p.m.

b) All petitions submitting questions or propositions shall clearly and concisely state the proposition or question to be submitted to the election, but the form and language of such question or proposition shall be determined by the Board of Education.

c) The Board of Education shall examine each petition filed with the office of the District Clerk for the submission of questions and propositions and may reject said petition if its purpose is not within the power of the voters, or where expenditure of money is required by the petition, if the proposition fails to include the necessary specific appropriation.

PLEASE TAKE FURTHER NOTICE that the Board shall convene a special meeting thereof within 24 hours after the filing with the District Clerk of a written report of the results of the ballot for the purpose of examining and tabulating said reports of the result of the ballot and declaring the result of the ballot.
