New East Hills laws maintain aesthetics

The East Hills board of trustees Tuesday passed two new local laws, one to amend a zoning code on fences and the other in an effort to maintain the village’s aesthetics, officials said.

The first local law will now permit six-foot fences to be built in areas where a rear or side yard is next to various village roads, including Herbor Hill Road, Old Westbury Road and Roslyn Road, in addition to schools, recharge basins and the village’s park.

The law has already received the approval of the county planning board, Village of East Hills Mayor Michael Koblenz said, and would help speed up the process of having a fence built to curtail a potential safety hazard.

The law came about, Koblenz said, as a result of a resident who recently moved into a home on Wildwood Lane whose backyard contains a rusted chain-linked fence separating the property from a sump, which “may soon turn into a river.”

“It might as well be a band-aid,” Koblenz said of the current fence, which he added is home to a high number of mosquitoes.

The second local law prevents residents from storing certain types of tools and equipment outside their homes and without the use of a shed or other permitted structure. Such items, village attorney Bill Burton said, include lawn mowers and snow blowers.

“The neighborhoods in the village have a certain aesthetic we are trying to maintain with this,” Burton said. “That’s all this really is.”

The law does not apply to motor vehicles, permanent cooking grill, permanent air conditioning units, and permanent pools. The law was passed pending the approval of the county planning board.
